NYSERDA: NY Sun – Solar Program (NY-Sun) (opens in new window)
Provides incentives and financing to make solar-generated electricity accessible and affordable for all New York homeowners, renters, and businesses. Using solar can help lower energy costs compared to using conventionally generated electricity. Additional program components include training for installers and public officials, standardized permitting processes, and consumer education.

NYPA offers clean hydropower for companies that are growing or maintaining staff, and investing in New York State. This hydropower is available at excellent rates to support the growth of business in New York State. We recommend that businesses that are located in New York State, or that are planning to relocate to NY State contact us as early as possible – during their planning stages to take advantage of this hydropower.

NYPA offers solar advisory services to customers that are looking to add solar as a source of energy, or who are looking to add storage for resiliency. Customers with a well-sited roof and land, including parking lots and landfill areas can discuss with NYPA the feasibility of adding solar to meet their needs

Drive Clean Rebate for Electric Cars – Open to New York State residents, Charge NY’s Drive Clean Rebate offers a point-of-sale rebate of up to $2,000 towards the purchase or lease of a new plug-in electric car. Includes charging station information for residents, businesses, work places and multifamily buildings

Heat pumps are a more efficient heating and cooling option that eliminate fossil fuels, can provide up to 100 percent of your heating and cooling needs, and help you save on your energy bills.
DEC: Climate Smart Communities Program (opens in new window)
Climate Smart Communities (CSC) is a New York State program that helps local governments take action to reduce greenhouse gas emissions and adapt to a changing climate. The program offers free technical assistance, grants, and rebates for electric vehicles.

The Office of Environmental Justice (EJ) offers competitive grants to support and empower communities as they develop and implement solutions that significantly address environmental issues, harms, and health hazards, build community consensus, set priorities, and improve public outreach and education.
DEC: Municipal Zero-Emission Vehicle (ZEV) Infrastructure Grant Program (opens in new window)
The Municipal ZEV Infrastructure Grant program provides grants to cities, towns, villages, and counties to install hydrogen fuel filling station components and Level 2 (L2) and direct current fast charge (DCFC) electric vehicle supply equipment (EVSE) primarily for public use.
DEC: Adirondack and Catskill Parks Community Smart Growth Program (opens in new window)
The Adirondack Park Community Smart Growth Program supports projects that foster sustainable development, environmental protection and community livability. The program supports planning and implementation of key projects identified as priorities in plans. The program offers grant funding for counties, towns and villages that need financial or technical assistance to plan and grow successfully in the Adirondack Park. The Catskill Park Community Smart Growth Program supports the implementation of capital projects that apply smart growth principles in communities located wholly or partially within the Catskill Park. The State, through other programs such as the Department of State’s Watershed Planning and Implementation grants and Local Waterfront Revitalization Program, has previously provided funding for comprehensive plans, strategic investment plans, revision of land use regulations, stormwater management plans, and qualified capital improvement projects. This program builds on these and other efforts by offering opportunities for eligible applicants to further enhance historic hamlets within the program area.
DEC: Urban and Community Forestry Grants (opens in new window)
The purpose of this grant is to improve the health of urban and community forests and to increase the sustainability of forestry programs. This reimbursement grant program focuses on partnerships, volunteers, community groups, professionals and outreach and education because these are components of strong and sustainable community forestry programs. Eligible project categories include tree inventories, management plans, tree planting, maintenance, and education programming for those who care for community trees. Some categories require a 25% match. Grant funds are available from the NYS Environmental Protection Fund and are managed and allocated by DEC.

Supports the development and demonstration of low-carbon Community Thermal Systems installations in new construction and existing building retrofits.

The State Energy Plan is a comprehensive roadmap to build a clean, resilient, and affordable energy system for all New Yorkers. The Plan coordinates every State agency and authority that touches energy to advance the REV agenda, unleashing groundbreaking regulatory reform to integrate clean energy into the core of our power grid, redesigning programs to unlock private capital, and actively deploying innovative energy solutions across the State’s own public facilities and operations.

BuildSmart NY is a key program underpinning the Governor’s Reforming the Energy Vision strategy to build a cleaner, more affordable and resilient energy system that supports the state’s goal of reducing greenhouse gas emissions 40 percent by 2030.
ESD: Electric Generation Facility Cessation Mitigation Program (opens in new window)
The Electric Generation Facility Cessation Mitigation Program was created to provide funding assistance to support counties, towns, cities, villages, school districts and special districts (“Local Government Entities”) that experience a reduction in the amount owed in real property taxes and/or PILOTs by an electric generating facility (the “Revenue Loss”). Under the Program, a Local Government Entity may receive annual funding over seven years. In each year for which an application is made, the Revenue Loss from the amount owed in the last year of operation must be 20% or greater and occur as a direct result of the electric generating facility ceasing operations.

The Department offers various grant funding opportunities to help bolster New York’s communities and vulnerable citizens. These opportunities range from streamlining local governments through the Local Government Efficiency Program to helping local governments revitalize their communities and reconnect to their waterway through the Environmental Protection Fund Local Waterfront Revitalization Program. The Department also offers the Brownfield Opportunity Area program for communities interested in redeveloping brownfields and manages the Community Services Block Grant program to fight poverty and empower low-income families across the state, the Office for New Americans, and more.

The Brownfield Opportunity Area (BOA) Program provides communities grant funding and technical assistance to develop area-wide, community-based plans to effectively redevelop brownfields and other vacant and abandoned sites, transforming them into catalytic properties that facilitate community investment and improvement.
HCR: Community Development Block Grant (opens in new window)
The Office of Community Renewal administers the Community Development Block Grant (CDBG) program for the State of New York. The NYS CDBG program provides financial assistance to eligible cities, towns, and villages with populations under 50,000 and counties with an area population under 200,000, in order to develop viable communities by providing decent, affordable housing, and suitable living environments, as well as expanding economic opportunities, principally for persons of low and moderate income.
DOT: National Electric Vehicle Infrastructure (NEVI) Program (opens in new window)
NEVI will provide funding to states to deploy electric vehicle (EV) fast chargers along designated electric vehicle corridors to establish an interconnected EV charging network across the state and nation.
DOT: Transportation Alternative Program (TAP) and Congestion Mitigation and Air Quality Improvement Program (CMAQ) (opens in new window)
These funding programs improve access to the transportation system for all users and advance New York State’s nation-leading agenda to fight climate change by supporting the construction of new sidewalks, shared use paths and other enhancements that facilitate the use of non-motorized modes of travel and reduce greenhouse gas emissions.
DOT: Transportation Incident Management – HELP Truck Program (opens in new window)
The Highway Emergency Local Patrol (HELP) program provides free roadside emergency services on many major roads throughout the state during peak travel times. The assistance was established in 1994 to increase safety and to decrease congestion by clearing broken-down vehicles from active lanes of traffic. Seventy red, blue, and white service trucks cover 16 patrol areas in many metropolitan areas throughout the state, aiding more than 65,000 motorists annually. (DOTs TIM program is estimated to reduce 18,000 Metric Tons of CO2 per year.)
DOT: Public Transportation Modernization and Enhancement Program (opens in new window)
Administered by the New York State Department of Transportation (NYSDOT), the Public Transportation Modernization and Enhancement Program apportions $41 million in State funding to counties, cities, and regional authorities to upgrade and enhance public transportation services.

The Recreational Trails Program (RTP) provides funds to the States to develop and maintain recreational trails and trail-related facilities for both nonmotorized and motorized recreational trail uses. The RTP is an assistance program of the U.S. Department of Transportation’s Federal Highway Administration (FHWA). In New York State, the RTP is administered by the Office of Parks, Recreation and Historic Preservation (OPRHP).

DEC: Municipal Zero-Emission Vehicle (ZEV) Clean Vehicle Rebate Program (opens in new window)
The Municipal ZEV Program was established in 2016 to provide rebates to cities, towns, villages, and counties of the State of New York to encourage and enable ZEV adoption by municipalities for fleet use as well as install electric vehicle charging and hydrogen fuel filling station components primarily for public use.
DEC: Community Forest Conservation Grants (opens in new window)
This grant program funds municipal land acquisition for community forests, which are vital for wildlife habitat, flood mitigation, recreational opportunities, mental health, air quality, water quality, and to meet the obligations outlined in New York’s Climate Leadership and Community Protection Act. Community forests build local ownership of forests and local participation in forest management. Properties acquired through this grant program allow public access, which encourages local residents to enjoy the forests in their community and increase their connection to forest benefits.
DEC: New York State Conservation Partnership Program Grant (opens in new window)
Created in 2002, the New York State Conservation Partnership Program (NYSCPP) is a public-private partnership between DEC and the Land Trust Alliance (leaves DEC website) that invests in New York land trusts. Grants are funded through the NYS Environmental Protection Fund (EPF) annually and are administered by the Alliance in coordination with DEC.
